Charles Ruggerio
OF COUNSEL
Charles Ruggerio focuses his practice on counseling and advising school committees, municipalities, and representing employers in various labor / employment and civil litigation matters. He has successfully represented clients in numerous arbitrations, disciplinary matters and high-profile contract negotiations. Charles’ experience guiding clients on issues related to the Teacher Tenure Act, Collective Bargaining, and the Law Enforcement Officer’s Bill of Rights (LEOBOR) and construction arbitration. He has represented clients in administrative proceedings numerous arbitration proceedings and in civil litigation before the Rhode Island Superior Court and Supreme Courts.

Prior to joining HCL, Charles served as Deputy Solicitor for the City of Providence for thirteen years, representing and advising the Providence School Board, the Providence Fire Trial Board and the City Council’s Finance Committee. He also served as Legal Counsel for Laborers International Union of North America, Local Union 1033, one of the state’s largest labor handling arbitrations and collective bargaining for various public employee bargaining units.

Charles is a Member of the Rhode Island Chapters of the Labor Employment Relations Association (LERA) and the International Municipal Lawyers Association (IMLA) and is a frequent speaker on labor and employment law topics at continuing education law seminars.
